Francis Bradley's union busting tactics loses again. Since implementing COMPSTAT into the Union Police Department, he requires officers of the department to attend weekly meetings on their normal days off. Unfortunately for Francis Bradley, P.E.R.C. (Public Employment Relations Commission) once again shot down his attempt to get the most out of township employees without reasonable compensation. This is the same person the Union Township Committee wants to oversee the Police Department. On November 15, 2007 Arbitrator, Scott E. Buchheit ruled in the Police Benevolent Association's favor and required Francis J. Bradley and the Township Committee to compensate all effected officers. Mr. Buchheit further added the effected officers must also be compensated for more than a year's worth of injustice. The Police Benevolent Association does not object to COMPSTAT. They do not object to the appointment of an "Appropriate Authority". The Police Benevolent Association objects to Francis J. Bradley. He's wasted the Township of Union Taxpayers with his union busting tactics and has pledged to "Bankrupt" said union. This decision by Mr. Buchheit and others like him over the course of the past five years has the entire PBA Local 69, the SOA (Superior Officers Association) and the F.O.P (Fraternal Order of Police) perplexed as to how he's still being considered for such a critical position. Although the Union Township Committee would probably like to move quickly to amend an ordinance that would alter the administrative chain of command, affecting the Police Department, it’s becoming clear that this is a decision that shouldn’t be made lightly. In fact, it should be tabled.

The PBA has requested answers to who changed a very important study conducted by Michael Renahan Associates. The study was manipulated to indicate the Police Department can not function well with a sitting Director Of Public Safety, in this case Frank Bradley. Michael Renahan and Frank Bradley were co-workers in the 70's and 80's. The PBA Union believes the Township Committee is in denial by not addressing this issue prior to it's final vote on whether or not to grant Frank Bradley "Appropriate Authority" status over the Union Police Department. The Union first voted unanimously "No Confidence" in Frank Bradley's ability to manage the Township Of Union.
